			<content:encoded><![CDATA[<p>The Kentucky Horse Racing Commission will take up an out-of-competition testing rule Tuesday that could allow tests for blood-doping and nerve-blocking venoms as early as next week.</p>
<p>The Equine Drug Research Council on Thursday approved a final recommendation to send to the full commission that would let regulators suspend violators for five to 10 years for a first offense and fine them up to $50,000.</p>
<p>The advisory panel voted 6-1; state Sen. Damon Thayer, R-Georgetown, objected to softening the penalty from a flat 10-year suspension.</p>
<p>&#8220;I just think if Kentucky adopts anything less than a 10-year period then it makes us look weak,&#8221; Thayer argued.</p>
<p>Dr. Jerry Yon, chairman of the panel, said the final recommendation, hammered out during the past year with intense discussions in the past month, is a good one.<br />

			<content:encoded><![CDATA[<p>Customers of Kentucky Utilities and Louisville Gas and Electric Co. wouldn&#8217;t see an increase in their base rates before January 2013 under a tentative settlement covering the companies&#8217; acquisition by a by Pennsylvania-based PPL Corp. The last rate increase was last month.</p>
<p>The settlement with the Kentucky attorney general&#8217;s office, the city of Lexington, major industrial users and others still must be approved by the state Public Service Commission. A decision is expected by the end of the month.</p>
<p>In the settlement, PPL Corp. also agrees to keep commitments to community support and low-income programs.</p>
<p>The acquisition was announced in May. </p>
<p>In addition to the PSC, the settlement must be approved by the Tennessee Regulatory Authority, the Virginia State Corporation Commission and the Federal Energy Regulatory Commission. It was approved last month by the Federal Trade Commission and the Justice Department.<br />

<p>Dear Coach Strong,</p>
<p>	Welcome to da ville! Congratulations on taking a job less coveted, but with slightly more drug and violence issues, than mayor of Ciudad Juarez. I noticed you referenced those and other items of concern about your players in your recent “5 Core Values” speech.  You do know that President Obama has not yet approved a stimulus package for declaring moral bankruptcy? Next time you quote from a sign hanging in the visitor’s room at Shawshank, you should probably cite your source (APA or MLA style will be acceptable). Is there any criminal act you aren’t worried about your players committing? Were all the “stop snitchin” shirts sold out? Was it going to throw off the numbering to attach the ages of consent in KY and other neighboring states? Tom Jurich is understandably upset that Cal keeps taking Rick’s players but from the sounds of your “pillars” speech, the only person you’re recruiting against is Marlow Stanfield. Good luck with that.</p>
<p>	I know this job as a head coach was a long time coming, but given your impressive resume as an assistant, I figured I’d better do some digging to flesh out the reasons why.  The consensus was that you interview poorly to quite poorly. Still, the last time I saw a pass over like the one you’ve experienced yearly,  a youth-size Egyptian grave was running about 4 goats and doorposts were stained like a Porcini‘s placemat. A return of anonymous surveys among ADs with whom you spoke indicated that your interview believability was somewhere between Casey Anthony and Joran Van Der Sloot, with your likeability well below both. Most indicated that your stories of success had more holes than a Chilean mine shaft and that you likely lacked the requisite skills to even Netflix “Interview with a Vampire”.  Next time, remember to speak clearly and concisely, always focusing on the question asked. Also, your diction will be better if you keep Jurich from making tea in your mouth while responding. </p>
<p>	Chuck, I know you said that nothing will come between you and success here in Louisville. Just remember, Pitino draws more water in this town, and he comes between anything and everything. However, when the hard times hit, you can always count on the basketball coach for sage advice. Former U of L coach Bobby Petrino sought Rick’s guidance in Atlanta when he encountered a rough patch in his first season there as top dog. As is his standard counsel for sports and parenting,  Pitino advised terminating the deal a mere 13 weeks into the process. But, Bubbles gets to coach in a real grown up conference now. Maybe, with a bit of luck, you can do the same.  </p>
<p>	Again, Charles, I’m sorry about the way this has to be but your move from Florida has taken you from Coke to Crystal Pepsi. You’ve gone from banging the Brittany Daniel of yesteryear to the Brittany Murphy of tomorrow. I appreciate that you wanted to head coach so bad you’ve gone dumpster diving in the Big East but this is the best it will ever be for you here. Just remember, no matter what the score on Saturday, we hate you. When you leave for a real program like say, Mississippi St., after back to back .500 seasons, we’ll talk again.</p>

			<content:encoded><![CDATA[<p>Another soldier lost in the Korean War is coming home to Kentucky after 60 years.</p>
<p>The remains of Army Sgt. Charles Patterson Whitler, found in North Korea and identified through family DNA samples, will be interred with full military honors on Friday at his hometown of Cloverport in Breckinridge County near Elizabethtown.</p>
<p>Whitler, was 22 and a member of 3rd Battalion, 8th Cavalry Regiment, 1st Cavalry Division, when he went missing on Nov. 2, 1950, during heavy fighting around Unsan, North Korea. Whitler, who had just returned to duty from an earlier wound, was in a unit that became involved in hand-to-hand combat, cut off by large force of Communist Chinese troops.</p>
<p>For the next six decades Whitler&#8217;s family had no idea what had actually happened to him. Only in June did the family learn that remains had been found and positively identified as those of Whitler.</p>
<p>&#8220;I never knew him, just the stories my family told,&#8221; said Whitler&#8217;s niece, Mary Furnish of Lexington, who will be attending Friday&#8217;s services.<br />

			<content:encoded><![CDATA[<p>FRANKFORT   A judge said he will rule Thursday on whether state employees need to report for work Friday.</p>
<p>Franklin Circuit Judge Phillip Shepherd heard more arguments Wednesday from state workers suing to block Gov. Steve Beshear&#8217;s planned six-day unpaid furlough of most executive branch employees during fiscal year 2011. The first furlough day would be Friday.</p>
<p>Beshear has said that furloughs are needed to cut about $24 million from the state&#8217;s $131 million budget deficit and that without furloughs, he would have to fire more than 400 employees. State workers, represented by a union, argue that many state agencies are dangerously understaffed, which furloughs would aggravate. Also, they say, the loss of pay would hurt them financially.</p>
<p>Shepherd said Wednesday that he&#8217;s sympathetic to the workers&#8217; plight. Losing six days of pay would hurt a corrections officer trying to support a family on $24,000 a year far more than it would hurt a political appointee who makes $100,000 a year on top of a state pension, which raises fairness concerns, the judge said.</p>
<p>However, to grant an injunction blocking the furloughs, Shepherd said he would have to find that Beshear broke the law. The General Assembly this year gave Beshear permission to do what he did, Shepherd said.<br />

			<content:encoded><![CDATA[<p>Organizers of the Alltech FEI World Equestrian Games have cut as much as $500,000 from their budget, Games CEO Jamie Link confirmed Wednesday.</p>
<p>The cuts come as WEG organizers contend with lower-than-expected ticket sales and the bills related to erecting 300 temporary buildings at the Kentucky Horse Park. </p>
<p>But any financial gaps will be helped by nearly $1 million raised in the past 21/2 weeks by the title sponsor, Alltech, selling high-profile memberships to the Alltech Commonwealth Club. Businesses spend at least $10,000 for the club and receive credit for tickets and other amenities. </p>
<p>Pearse Lyons, the president of Alltech, the Nicholasville-based feed supplement company, said it became clear in the last week or two that the Games needed more help. 			<content:encoded><![CDATA[<p>FRANKFORT   Franklin Circuit Judge Thomas  Wingate on Wednesday ruled that The Family Foundation, a conservative advocacy group that opposes expanded gambling, can intervene in the Kentucky Horse Racing Commission&#8217;s &#8220;Instant Racing&#8221; case.</p>
<p>The state and Kentucky&#8217;s racetracks have asked the court to rule on whether the commission properly amended regulations in July to allow betting on previously run races.</p>
<p>Wingate indicated he will want all parties to file briefs in the case first and intends to limit discovery.</p>
<p>He said he wants a better understanding of how &#8220;Instant Racing,&#8221; or wagering on historical races, works.</p>
<p>Family Foundation attorney Stan Cave said the group has questions about whether the betting is truly pari-mutuel in nature. In pari-mutuel betting at racetracks, players bet against each other, not against the &#8220;house.&#8221;<br />

<p>Since the last Louisville Hate Day, there have been some changes in my life.  I&#8217;ve gotten married.  I&#8217;ve had a child.  Some might say that I&#8217;ve just flat-out gotten soft.  I can live with that.  So, it should probably come as no surprise that I just didn&#8217;t feel right about starting off this day of hostility with something that was just purely hateful.  Instead, I thought it would be only fair if we <strong>caught up with some of our Cardinal pals to see what they&#8217;ve been up to this summer</strong>.  Ladies and gentleman, I present to you a summer scrapbook from our friends at the school down I-64.  Enjoy.</p>

<p><em>New football coach Charlie Strong, while happy to finally have his chance at being a head coach, spent all summer trying to figure out why the ghost of Ron Zook was following him everywhere.</em></p>

<p><em>They say you can&#8217;t teach an old dog new tricks.  To be honest, I&#8217;m not sure if that applies here.  All I know is that after another late night at Porcini&#8217;s,  Rick Pitino and a young lady locked eyes from across the room, he downed his drink while the rhythm boomed, he took her hand and skipped the names and then he&#8230;well, you know.</em></p>
